 North Carolina Personal Home Care Aide State Training

The North Carolina Department of Health and Human Services, along with many partner organizations, has worked on an array of direct care workforce initiatives since the late 1990’s in an effort to improve the recruitment, retention and quality of direct care jobs with the goal of improving care to clients and patients. NC NOVA was one such effort. Improved training for direct care workers has been another area of focus. Related to this focus area, in Fall of 2010, the North Carolina Department of Health and Human Services was one of six states, selected through a competitive federal grant process, to implement a comprehensive state training and competency program for personal home care aides. The grant funded is known as PHCAST (Personal Home Care Aide State Training). The proposal submitted by the NC Department of Health and Human Services not only addresses aides working in home care settings but provides a more comprehensive framework for training and competency for direct care workers. The model being developed incorporates advanced Nurse Aide I job categories already, or to be, included on the Nurse Aide Registry including the Geriatric Nurse Aide, Medication Aide, and a new Home Care Nurse Aide category. The project will also include revising the current Nurse Aide I training program and result in a recommended training for direct care workers that provide hands on care that does not require Nurse Aide I registry. The training model being developed through the PHCAST project can provide additional training opportunities and options for organizations seeking NC NOVA designation. Organizations can choose to “package” pieces of training being developed for use in in-service training and/or, support organizational efforts to provide additional career development opportunities for direct care workers within their organizations.
